One week in August: Seoul plus Jeju, or stay on the mainland?

I will have about a week in Korea in late August and will spend part of it visiting friends in Seoul. I am tempted by Jeju for hiking and a change of scenery, but I do not want the trip to feel rushed. Would you split the week between Seoul and Jeju, choose Busan instead, or stay entirely in Seoul? I am also curious how much late-summer rain affects island plans.

My travel window has moved to roughly July 23 through early August. I know this can mean heat, humidity, rain, and larger summer crowds, but it is the only period that may work.
